The Common Interest in Action Score reflects the percentage of Common Interest in Action positions that a candidate supports. The Common Interest in Action takes positions when there is a consensus of two-thirds or more on a given proposal among the more than 100 members randomly assigned to review our policy brief for that issue.The Past Score reflects issues on which we took positions that have already been voted on by both the House and the Senate. Candidate Values and Positions on Key Issues: As an experienced county commissioner and long-time resident of North Central Idaho, I know how important it is to work on and make progress finding solutions to issues of importance to Idaho families: issues like a living wage, available healthcare, good schools and roads, and personal and community security. I believe legislators must make decisions that build Idaho for the future. We need vision and wisdom in facing those issues, not platitudes and posturing.

We need a change in how our state legislature operates. This year there are sixty Democratic candidates contesting seats in the Idaho House and Senate. Voters have a monumental opportunity to make positive change in the Idaho legislature. I want to be part of that change. I will take to the Idaho House of Representatives, local government experience in dealing with issues important to you, a history of being responsive and listening to all sides of an issue, making common sense decisions in an environment of openness and respect, and then communicating those decisions. I want to boost our state legislature back on track and steer towards working for progress on issues about which Idahoans care most:

a. Tax policy: Examine and evaluate tax exemptions annually. Provide for tax exemptions when they make sense but also provide a sunset period to ensure timely review of exemptions.

b. State revenue and budget: Limit the growth of state government. Make growth pay for itself. Be responsible with taxpayer dollars.

c. Public Lands Policy: Work consistently for revenue enhancements for counties with public lands. Collaborate with stakeholders for sound public land policies for fuel reduction, grazing, timber management, weed management, general forest and backcountry recreation, clean water, clean air, wildlife management and forest health.

d. Local governments: Provide for local control whenever possible. The best and most efficient government is closest to the people. Protect counties from catastrophic health and criminal cases. Support communities by finding resources to assist counties and communities. Help counties and cities reduce costs and improve service. Support emergency responders and public safety. Support schools and roads.

e. Environment: Preserve clean air, water, soil. Establish solid waste policies for better efficiency and recycling.

f. Open, ethical and bi-partisan government: Hold elected officials to the highest standard of conduct and behavior. Fight fraud and unfair influence in state government.

g. Education and Healthcare: Support good education from pre-kindergarten to college. Fund Medicaid for the poor and indigent. Work for affordable healthcare for all. Protect our children and other vulnerable individuals from abuse. Provide for adequate mental healthcare programs.

h. Economy: Assist small businesses to create good jobs.

i. Social justice: Provide opportunities and care for the poor, physically and mentally challenged, elderly and disadvantaged. Protect life at all levels of the spectrum.

j. Constituent service: Legislators must be accessible to all citizens. They are charged with the duty to assist in getting answers to questions. Bi-partisan teamwork brings more accepted solutions to complex problems. Government is to serve the people not the other way around.

Candidate Statement about The Common Interest:
 

How I would work with Common Interest: An organization such as Common Interest which provides comprehensive, independent research and analysis on issues chosen by citizen ranking can be an invaluable resource to citizen legislators. I have personally participated in the Common Interest review and analysis for the past 2 years. Common Interest has a reputation for quality briefs and fair analysis. Since they are analyzed by citizen members on all sides of an issue, I would definitely consider their input in making decisions. Competent independent research and analysis is difficult to come by especially when it represents the point of view of a cross section of Idaho citizens. I look forward to working with Common Interest.

Candidate Bio:
 

Born on a dairy farm in Cottonwood, Idaho, Jim is a lifelong resident of Idaho. Core values of family, faith, freedom, and hard work were learned at an early age. Graduated from University of Idaho, Jim is a certified teacher. After 28 years as teacher, warden, and project manager, he retired from the Idaho Department of Corrections. Jim and Sally have been married 34 years; and have three children and two granddaughters. Jim has enjoyed all types of outdoor activities throughout his life, but especially enjoys those he can now share with his grandchildren.

Jim is actively involved in his church; is a past member of St. Mary’s Hospital Board; was appointed to the Idaho Children’s Trust Fund Board by Governor Kempthorne; and is a youth basketball official and booster club member. Now in his second term as Idaho County Commissioner, Jim has worked on local issues related to roads, solid waste, education, health care, public lands, and property taxes. He is a past Chairman of Region II Idaho Association of Counties and is active on several committees working on local government issues. He is a member of the Region 2 Mental Health Board and North Central Idaho District Health Board.

Candidate Statement on Partisan Politics and Special Interests:
 

Influence of partisan politics and/or special interests: The Idaho legislature is composed of part-time, citizen legislators. They have little or no staff to research issues and effects of proposed legislation. To that end political parties and special interest groups are essential to legislators. Legislators decide who will benefit from and who will be hurt by certain resources and regulations. It is the special interest groups who do the research and analysis on any legislation that affects their members. Citizen legislators need informed expertise on complex legislation.

Influence is what special interests seek to affect. As an individual, citizens have very little influence, but have a much stronger voice when banded together with other individuals of like mind in neighborhood organizations or special interest lobbying groups. Their ultimate goal is to influence legislation in favor of their point of view. Applying pressure is an integral part of the legislative process.
